expanded to cover all levels of elementary education in
India. In 2008-09, the Secondary Education Management
Information System (SEMIS) was launched to monitor classes
9-12. By 2012-13, DISE and SEMIS were integrated into the
Unified District Information System for Education (UDISE),
which became the primary source of data on schools, teachers,
and student enrollment across the country. Schools entered
data manually through the Data Capture Format (DCF) by
30th September each year, which was then processed and
shared with the central government to create a comprehensive
national database.
44. In 2015, India embraced Sustainable Development Goal
4 (SDG 4) as part of the 2030 Agenda for Sustainable
Development. SDG 4 aims to ensure inclusive, equitable
access to quality education and promote lifelong learning
opportunities for all by 2030. To achieve this ambitious
goal, India is reconfiguring its education system to provide
better support and foster effective learning, contributing
to the broader targets of the 2030 Agenda for Sustainable
Development (Government of India, 2015).
45. Dr. Krishnaswamy Kasturirangan, former chief of the Indian
Space Research Organisation (ISRO), led the team that drafted
the National Education Policy (NEP) 2020, through the
Kasturirangan Committee. The NEP 2020, a comprehensive
educational reform, was announced on July 29, 2020, after
the extensive public consultation, reflecting a democratic
approach to policy-making (Government of India, 2020).
46. NEP 2020 implementation requires coordinated efforts by
multiple bodies like the Ministry of Education, CABE,
NCERT, SCERTs, States/UTs, and educational institutions,
with timelines and methodologies outlined for various themes.
The Ministry has directed States/UTs to implement NEP 2020
in letter and spirit (Government of India, 2020).
47. To support the implementation of NEP 2020, the Department
of School Education & Literacy has developed SARTHAQ
(Students’ and Teachers’ Holistic Advancement through
Quality Education), an indicative plan for school education.
SARTHAQ aligns NEP recommendations with 297 tasks,
